That article posted that when I visited the site of my adsense account, this is not the first time I found that my account is declared inactive and still under review. Previously I have never experienced anything similar.

I think there are several factors that cause you aadsense account status "Account Not Active". This notification appears as a sign that you are considered spam in the registration adsense.

This happens if you guys ever rejected adsense for some reason, but you always reapply (resubmit) without your fix what is wrong. If the frequency will make your account is considered as spam and your account will be found to be "Not Active".

My advice, do not apply for Adsense without doing repairs and should do resubmit (re-registration) is performed 3 days after the rejection adsense. In order not to be considered spam, do also improvements that are likely as explained in the rejection email your adsense.
